Beaver County Deputy Treasurer Jim Frederick Comes To Connie Javens’ Defense
BEAVER COUNTY DEPUTY TREASURER JIM FREDERICK IS DEFENDING TREASURER CONNIE JAVENS…AGAINST ACCUSATIONS MADE IN PUBLISHED REPORTS THAT THE TREASURER’S OFFICE VIOLATED COUNTY POLICIES WHEN IT SPENT NEARLY SIX-THOUSAND DOLLARS ON ENVELOPES USED TO MAIL OUT TAX BILLS. THE ENVELOPES WERE PURCHASED FROM THE HENDERSON PRINTING COMPANY IN ROCHESTER. COUNTY PURCHASING POLICY STATES THAT THREE PRICE QUOTES MUST BE OPTAINED FOR ANY ITEMS PURCHASED ABOVE $750. BUT BEAVER COUNTY RADIO NEWS HAS OBTAINED A COPY OF A LETTER WRITTEN BY FREDERICK TO COUNTY PURCHASING DIRECTOR WAYNE SOUFFRANT, EXPLAINING THAT IF THE ENVELOPES HAD NOT BEEN ORDERED MONTHS PRIOR, THE TREASURER’S OFFICE WOULD HAVE BEEN ABLE TO SEND OUT THE TAX NOTICES FOR 2017 ON A TIMELY BASIS. FREDERICK ALSO NOTED IN THE LETTER, THAT WHENEVER ANOTHER VENDOR WAS SELECTED IN THE PAST, THE ENVELOPES WERE NOT OF THE QUALITY OR STYLE DESIGNED TO GO THROUGH THEIR FOLDING MACHINE WITHOUT INCIDENT AND CONTANT BREAKDOWNS. FREDERICK SAYS THAT THE TREASURER’S OFFICE WOULD SEEK BIDS ON FURTHER ENVELOPE ORDERS IN THE FUTURE…BUT THAT IN THIS PARTICULAR CASE, IT WOULD HAVE BEEN IMPOSSIBLE TO DO.
