Monaca residents could soon be paying fines for letting their grass grow too high. Borough officials have proposed a Quality of Life Ordinance that would ticket residents who have overgrown yards and build-ups of garbage. Officials say the measure would skip the process of going through a district judge to enforce the property maintenance code.
