(Slippery Rock Twp., Pa.) Pennsylvania State Police-Butler is charging  20 year old Trevonn Carter of Moon Twp. with cruelty to animals stemming from an incident on South Rock Drive in Slippery Rock Twp. State Police via press release say that Carter is seen on video kicking a dog.
