Pa State Police Investigating Possible Vehicle Arson Fire in Ellwood City

(Ellwood City, Lawrence County, Pa.) Pa State Police in New Castle are investigating a possible arson fire of a vehicle that occurred on West Lawrence Ave. in Ellwood City.
Troopers reported via release that they dispatched to 1510 Lawrence Ave on February 19, 2022 at 7:04 PM to investigate a vehicle fire involving a black Jeep. Troopers don’t know what year and model of Jeep it was. The incident is currently under investigation as no other information was released. Troopers are asking anyone that may have information regarding this incident to contact the Pennsylvania State Police at the New Castle Barracks at 724-598-2211

7.3 Magnitude Quake Hits North Japan, Tsunami Risk Receding

TOKYO (AP) — A powerful 7.3 magnitude earthquake has struck off the coast of Fukushima in northern Japan, triggering a tsunami advisory and plunging more than 2 million homes in the Tokyo area into darkness. The Pacific Tsunami Warning Center says there’s no longer a tsunami threat though the Japan Meteorological Agency kept its low risk advisory. The region is part of northern Japan that was devastated by a deadly 9.0 quake and tsunami 11 years ago that also caused nuclear plant meltdowns. The operator of the Fukushima Daiichi nuclear plant where the cooling systems failed after the 2011 disaster said workers found no abnormalities there. TV says there are reports of fire, damage to buildings and falling rocks in Fukushima. There has been no word on casualties.

Venango County DA Says Shooting Death of Peter Spencer Was Self-Defense

FRANKLIN, Pa. (AP) — A Pennsylvania district attorney says a man who fatally shot a guest at his cabin nine times did so out of self-defense when the guest was threatening others with an assault rifle while high on mushrooms. Venango County District Attorney D. Shawn White said this week that no charges would be filed in the killing of 29-year-old Peter Spencer and pushed back against criticism that the investigation lacked transparency. He said the evidence supports witness accounts that Spencer was threatening others when he was shot Dec. 12. Spencer’s family and their attorney had previously criticized White for not keeping them informed.

Biden Sending More Anti-aircraft Systems, Drones to Ukraine

WASHINGTON (AP) — President Joe Biden said Wednesday the U.S. is sending more anti-aircraft, anti-armor weapons and drones to Ukraine to assist in its defense against Russia. The president’s comments came as he formally announced his administration was sending an additional $800 million in military assistance to Ukraine. About $1 billion in military aid has been sent in just the last week. Biden spoke hours after Ukrainian President Volodymyr Zelenskyy delivered a video address to members of U.S. Congress in which he made an impassioned plea for the U.S. and West to provide more help to save his young democracy.

ARPA Applications Being Submitted At Tepid Pace

Over the last few weeks, ARPA (American Rescue Plan Act) applications for small businesses and non-profit organizations in Beaver County have been available for download and completion. However, the response has been relatively smaller than in previous iterations of ARPA relief; as was discussed at the County Commissioners’ work session on Wednesday.

“I would say no more than fifteen [organizations] between both small businesses and non-profits,” Chief Clerk Nicole Long stated at the session. “We’ve hardly gotten any at all.” The realization of this came as no surprise to Commissioner Jack Manning: “I didn’t think there’d be as much as with the CARES Act.”

According to Long, the issue may be centered around taxes: “There is a little bit of an issue with the non-profits people,” she said, “because they can’t file their taxes until the [Form] 990 is deposited. But I told them that to still submit the application and, when they get their 990, we can collect that from them and review everything.”

The applications must be submitted by March 31 and can be found at the Beaver County website.

Zelenskyy Tells US Congress, ‘We Need You Right Now’

WASHINGTON (AP) — Ukrainian President Volodymyr Zelenskyy cited Pearl Harbor and the terror attacks of Sept. 11, 2001 on Wednesday in appealing to the U.S. Congress to do more to help Ukraine’s fight against Russia. We need you right now,” Zelenskyy said in remarks livestreamed at the U.S. Capitol. He added, “I call on you to do more.” Lawmakers gave him a standing ovation before and after his speech. Zelenskyy showed a packed auditorium of U.S. lawmakers an emotional, graphic video of the destruction and devastation in his country has suffered in the war. President Joe Biden has resisted Zelenskyy’s requests to send warplanes to Ukraine, which would risk escalating the war with Russia.

HOPEWELL COMMISSIONERS APPROVE SEVERAL MOTIONS

(Hopewell Twp., Beaver County, Pa.) The Hopewell Twp. board of Commissioners met on Monday night and approved  an agreement with their engineer HRG for the 2022  paving project for $37,705, and also for the 2022 grant project for the Laird Road  Culvert Replacement  for $47,790, 00

Five seasonal park employees were  were rehired and they will earn $8.25 , an hour, 4  additional employees were hired and will earn $8.00 an hour.
The township  will advertise for a part time police officer.
The commissioners approved 5 resolutions  to apply for  grants, , 1 agreement is with the county for ARPA  funding . Grant applications ,  for  for $133,278.00 from the Commonwealth Financing Authority  for Hopewell Park’s playground equipment,  1 is  a Statewide Local Share Assessment grant   for  $68,984.00 for Woodlawn Park’s playground, , Sharon Grange   Park playground Equipment for $74.281.00.,  1 for $299,775.00 for a Vactor truck purchase,  A $1,000,000.00 grant application  for the Raccoon Creek WWTP UV SYSTEM, and one for  $1,000,000 to be used for the Wickham WWTP Upgrades ,

North Beaver Twp. Woman Victim of Fraud. Someone Opens a Nearly $21,000.00 Loan in Her Name

(North Beaver Twp., Lawrence County, Pa.) Pa State Police in New Castle are reporting that they were called to a residence on Mohawk School Road in North Beaver Twp. Lawrence County for a report of of theft by deception via ID theft.
Troopers reported via release that a unnamed 58-year-old female said that she received a text message from an unknown number. She then proceeded to research the company that was listed on the text messages and discovered it was a company in Florida to which she contacted. Upon making contact with the company she gave them her biographical information and as a result a loan for approximately $20,833.00 was opened in her name. Troopers said in the release that the incident occurred between January 27, 2022 and march 14, 2022. Police are continuing to investigate at this time.

Northbound I-79 Crossover Begins Thursday Night in Allegheny County

Pittsburgh, PA – PennDOT District 11 is announcing a traffic crossover on northbound Interstate 79 in Glenfield, Sewickley Hills, and Franklin Park boroughs and Kilbuck, Ohio, and Aleppo townships, Allegheny County, will begin Thursday night, March 17.

A northbound crossover on I-79 will be implemented Thursday night to allow crews to begin bridge deck replacement work. To accommodate this work, the following traffic configuration and restrictions will occur:

  • The left lane of northbound I-79 will be crossed over into the southbound lanes between the Neville Island Bridge and the Kilbuck Street on-ramp. This will be the EXPRESS lane. All traffic using this lane will not have access to the Mt. Nebo Road (Exit 68) interchange. Northbound express lane traffic will be crossed back over between the Red Mud Hollow Road overpass and I-279.
  • The right lane of northbound I-79 will remain in place. This lane is the LOCAL lane. Access to the Mt. Nebo Road interchange must be made from the local lane. Traffic will be shifted slightly at the Glenfield Road and Red Mud Hollow Road bridges to allow crews to conduct half width deck replacement work.
  • Two lanes of traffic will be maintained on southbound I-79. A barrier will separate the southbound lanes and the crossed over northbound lane.
  • Emergency pull-off areas will be implemented in various locations through the work zone. Three pull-off areas will be implemented in the southbound lanes, three in the northbound express lane, and one in the northbound local lane.
  • The northbound crossover will remain in place continuously through late-November.

To prepare for the crossover, single-lane restrictions and traffic stoppages will occur on northbound I-79 from 7 p.m. Thursday night to 6 a.m. Friday morning. The crossover is anticipated to be in place by 6 a.m. Friday morning.

While the crossover is in place, crews will conduct bridge rehabilitation work on the northbound structures over Glenfield Road and Red Mud Hollow Road in half-widths. This work includes bridge deck replacement, approach slab work, bearing pad and expansion dam replacement, substructure concrete repairs, and downspout upgrades.

Additionally, an overnight southbound I-279 (Parkway North) lane restriction will be implemented Wednesday through Friday nights from 7 p.m. to 6 a.m. each night at I-79 northbound bridge over I-279. Crews will install shielding for bridge painting operations.

The work is part of the $26.49 million I-79 improvement project. Improvements include four bridge deck replacements, one bridge preservation, milling and resurfacing, preservation work on seven sign structures, installation of five new ITS signs, guide rail improvements, signage updates, and pavement marking installation. Crossovers will occur on I-79 in 2022 and 2023 for bridge deck replacement work. The majority of the project will conclude in the fall of 2023.

The prime contractor is the Joseph B. Fay Company. Work on this project will be coordinated with other projects in the area.
