PPG Industries Inc. is agreeing to pay $1.2 million and treat polluted water seeping into the Allegheny River from a long-closed waste site, although environmental organizations called it a “slap on the wrist.” Pennsylvania’s Department of Environmental Protection and PPG signed the agreement Tuesday. PennEnvironment and the Sierra Club sued PPG in 2012, yielding a federal judge’s ruling last year that PPG is liable for the contamination. The groups say they’ll continue with their lawsuit.

Atty General Josh Shapiro To Appeal State Judge’s Ruling On UPMC-Highmark Rivalry
A state judge in Pennsylvania has ruled that a state-brokered consent decree between health care rivals UPMC and Highmark cannot be extended beyond the end of June. Attorney General Josh Shapiro has sought to modify and extend the five-year agreement that gives Highmark members in-network access to UPMC hospitals and physicians. Judge Robert Simpson cited a state Supreme Court ruling. A Shapiro spokesman said an appeal to the high court is planned.

Jitney Driver Shoots, Kills Would-Be Robber In Duquesne; Won’t Face Charges, Police Say
Authorities say a jitney driver who fatally shot a passenger who was trying to rob him won’t face charges. Allegheny County police say the shooting occurred Wednesday. The 73-year-old driver had picked up a 33-year-old man and another passenger in Duquesne. While on the road, authorities say the man pulled out a gun and struck the driver while demanding money. After the driver and the man got out of the car, authorities say the jitney driver took out his own gun and shot the would-be robber.
Freight Train Strikes Two People In Pittsburgh
Authorities say a freight train struck a man and a woman as they walked along some tracks in Pittsburgh, killing the man moments after he pushed the woman out of the way. Pittsburgh police say 20-year-old Conlan Onder, of Baldwin, and the woman apparently didn’t hear the train as it approached them around 5:30 p.m. Wednesday on the Norfolk Southern tracks near Station Square. Onder was pronounced dead at the scene. The woman remains hospitalized today in serious condition.

FDA: Can Electronic Cigarettes Trigger Seizures In People Who Vape?
U.S. health officials are investigating whether electronic cigarettes can trigger seizures in some people who vape. The Food and Drug Administration said Wednesday it is reviewing 35 reports of seizures among e-cigarette users, particularly young people. Regulators say it’s not yet clear whether vaping is responsible, but seizures and convulsions are potential side effects of nicotine poisoning.
House Judiciary Committee Approves Subpoenas For Full Mueller Report
The House Judiciary Committee has approved subpoenas for special counsel Robert Mueller’s full, unredacted Russia report. The committee voted to give Judiciary Chairman Jerrold Nadler permission to issue subpoenas to the Justice Department for the final report, its exhibits and any underlying evidence or materials prepared for Mueller’s investigation. Nadler has not yet said if he’ll send the subpoenas.
