The budget for the current year remains in limbo but Governor Tom Wolf today sends Pennsylvania lawmakers a proposed spending plan for the coming fiscal year. The Democrat’s plan totals roughly $32 billion but also depends on getting Republicans to swallow a $1 billion-plus tax increase.
